The Audit Division’s primary purpose is to find additional taxable income. The Collection Division’s primary purpose is to collect money owed, either from an audit, unfiled returns, or from returns filed by you. Revenue Officers work for the Collection Division. With their main purpose being to collect money, they are not necessarily interested in exploring your options for resolution, like doing an Offer in Compromise. In fact, a Revenue Officer has no authority to approve an Offer in Compromise, as that is handled by the Offer Group within the Settlement Division of the IRS, which is an entirely different branch of the IRS.
